Roger A. Isom >>
Roger brings over 20 years of environmental and safety experience to WAPA. Since 1992, Roger has worked for the California Cotton Ginners and Growers Associations and now WAPA. His responsibilities include the Association's environmental, safety, pesticide, energy, labor, and transportation issues. He coordinates regulatory and legislative review and compliance programs for membership and works with local, state and federal agencies on these issues. Roger also performs environmental and safety audits of cotton gins, almond hullers and farming operations, including review of underground and aboveground storage tanks, air pollution equipment, and safety programs.  He also prepares and reviews air pollution permit applications and coordinates emissions source testing programs.  Prior to 1992, Roger worked for the Fresno County/San Joaquin Valley Air Pollution Control District as a lead engineer in permitting, as well as managing the District’s air toxics program. Management of the District’s criteria pollutant emission inventory program was another of Roger’s responsibilities.  Roger graduated in 1988 with a degree in Electrical Engineering from California State University, Fresno. He is a Registered Environmental Assessor in the State of California, and has an EIT Certificate from the State of California. Roger is also a member of the Air and Waste Management Association, American Society of Agricultural Engineers, and the National Fire Protection Association. |

Casey D. Creamer >>
Casey has worked for the California Cotton Ginners and Growers Associations and now WAPA since 2005. He is the Vice President where he manages the Associations business, financial, insurance, and membership programs. Casey is also responsible for putting together each Association’s Annual meeting and coordinating the CCGA Safety School. Casey also works on various issues at the San Joaquin Valley Air Pollution Control Board, the California Air Resources Board, and the Department of Homeland Security, including helping facilities comply with the Chemical Facility Anti-Terrorism Standards.  He handles the Associations’ Greenhouse Gas regulatory efforts at the National, State, and Local levels. Casey most recently was a member of the San Joaquin Valley Air Pollution Control Board’s Climate Change Action Plan and San Joaquin Valley Carbon Exchange workgroups. Casey also closely monitors the Long Term Irrigated Lands Program through the Central Valley Regional Water Quality Control Board. Casey graduated from California State University, Fresno with a degree in Business Administration. |

Elda Brueggemann >>
Elda has 20 years of safety and environmental experience in the cotton ginning, warehouse and vegetable oil mill industry to bring to WAPA. Elda is responsible for providing environmental and safety services to members of WAPA, as well as contract services to cotton gins, cotton warehouses, food processing plants, packing houses and farms. She prepares and conducts safety training classes such as Train-the-Trainer programs for Forklift Training and Tractor Training, Fall Protection and Heat Illness Prevention Program. Elda also conducts environmental and safety, and prepares written safety programs such as Injury and Illness Prevention Plans, Personal Protective Equipment, Lockout, Fire Prevention, Bloodborne Pathogens, Hot Work Activities and Emergency Action Plans. Elda is experienced in preparing Air Pollution Permits and environmental reports such as Spill Prevention and Countermeasure Control Plans (SPCC), Hazardous Materials Business Plans and Closure Plans and Process Safety Management programs. She also coordinates Drinking Water Systems and Pressure Vessel permits. Elda conducts accident investigations, and has managed Workers Compensation claims. Elda is a member to the Central California Safety Council, and has completed the Principles of Safety Management program. Also, she is actively involved in AgSafe completing the Safety Certificate Program in 2005. Elda is a member of national safety committees involved with cotton gin safety, and has written scripts for several national safety videos and tailgate topics used in the ginning industry.
